Carried Items:
All of the items in the land of Nevendaar can be carried with your units. How?.. No idea, they just manage to cart around massive amounts of stuff where ever they go, however there are requirements for what they can use in battles. First, with the exception of Potions, all items require a leader to have the appropriate Lore Skill to use in battle. This includes Steeds. Also there is a limit of how many items can be equiped during battle. They are:
Artifacts - Max of 2
Tomes - Max of 1
Banners - Max of 1
Runes - Max of 1
Boots - Max of 1
Steeds - Max of 1
In addition, your leader can only use 5 items of any combination per battle that are Orbs, Talismans, or Staffs. You however can use as many Potions as you like.
With the exception of Orbs, Talismans, Staffs, and Potions, any Items that your Leader has equipped are automatically active at the beginning of battles. You can also activate any Potions you like before a battle starts, however if you choose to use a Potion after the beginning of battle, it does cost an action. And any unit can use a Potion. However Orbs, Talismans, and Staves can only be used in battle by Leaders with the appropriate Skill, and do cost an action to use. Orbs can only be used once but cost no MP to use. Talismans can be used a maximum of five times, but cost no MP to use. Staves can be used unlimited times, however cost norrmal MP to use, with the exception that it does not cost double MP for non-racial Spells.
Item Creation:
All items require the Advanced Skill to create. The only exception is Steeds which cannot be created, only purchased from the appropriate merchant or building, or rewarded from battle, and Potions which can be created with both the Brew Potion and Advanced Brew Potion Skills. However there are special requirements for creating all other items. They are:
For Artifacts, Tomes, Boots, Runes, and Banners, you need to first have the instructions to create each item. These can be usually found at different merchants or craftsman, and can also be rewarded from battles and won in events. Once the instructions are obtained, then the appropiate Resource Items have to be gathered to create the item, this includes Ores, Bars, and Gemstones. Only one item can be created with the correct amount of Resources, and it takes one real-time day to create an item.

So if you are creating a Lightning Staff, one of your units has to be able to cast the Lightning Spell.
